In 1992 the EU published this poster, to celebrate their new Parliament building in Strasbourg:

It was very quickly buried as a large number of people were very very upset.
In it, the ‘blockheaded’ people of Europe are rebuilding the Tower of Babel, and it seems to confirm that the Louise Weiss building was truly inspired by the biblical story:

One strange thing to note is that the stars are reversed pentagrams; which is a very odd stylistic choice considering the symbolism attaching these to the ‘satanic goat’ Baphomet.
A statue depicting ‘The Abduction of Europa’ stands outside the complex:

It is based on the story where Zeus disguised himself as a white bull in order to seduce the princess Europa who was out gathering wild flowers. When she approached the bull and got on its back, the bull seized the occasion to run away with her and eventually ravish her.
Isn’t the doomed tower -& the despoiling of a naïve princess by a lecherous god- quite a strange choice of memes to symbolise the European Union?

Don’t think much of “Europa”, is it the Tin Man in a wig and a circle-stitched bra ?

Fractured, and hanging on for dear life!
It means (of course) That they have no idea what they are doing. They are playing god, and it is doomed to fail. They are keen to make this clear, (such is their confusion.) But the gods will eventually have their way, and all will be despoiled.
It is perhaps a little mad to be depicting all this in plain view, but the gods have always had a sense of humour, and first make mad those they intend to destroy.
